He became a blacksmith, and served in the military 1916-1919. He was Western Australian Secretary of the Australian Society of Engineers. In 1946, he was elected to the Australian Senate as a Labor Senator for Western Australia.
He was defeated in 1951, but re-elected in 1953.
He held the seat until his retirement in 1958, taking effect in 1959. Harris died in 1974.
