Hay was born on August 9, 1940 in Minneapolis, United States; the son of Lyle Joseph Hay and Miriam (Raihala) Hay.
Hay received a Bachelor of Arts degree in 1962 and a Master of Arts degree in 1966 from the University of Minnesota. Also in 1975, he was given a Doctor of Philosophy degree from the same university.
Hay began his career as an instructor at the University of Montana in 1968. Seven years later he took a position of an assistant professor at the same university. Then in 1980, John became an associate professor of classics at the University of Montana and held it until 1985. Also he served as a chairman of the department of foreign languages and literature at that university from 1982 to 1985. Since 1985 Hay has been a professor of classics at the University of Montana.
Hay is a member of American Philological Association and Classical Association of Pacific Northwest.
On June 30, 1963 John Hay married Gail Nielsen, with whom he divorced in November 1983. They have two children. On June 1984 he married Mary Murphy.
