He went on to receive his masters degree from Lehigh University in Pennsylvania and his Doctor of Philosophy from Pembroke College, Cambridge in 1974 with a thesis entitled Anglo-american relations and the formation of the United Nations organisation.
Career
Born in South Wales, Hughes went to the London School of Economics. Hughes joined the Foreign and Commonwealth Office in 1973, and has since specialised primarily in American affairs, serving in Santiago, Chile. In Washington, District of Columbia, in the United States.
And in Oslo, Norway.
In 2000, Hughes was appointed Her Majesty Ambassador to Caracas (Venezuela), where he served until 2003. He was then appointed Her Majesty Ambassador to Buenos Aires (Argentina) in 2004, and in 2005 as concurrent non-resident Her Majesty Ambassador to Asunción (Paraguay). Hughes is married to Lynne Evans, by whom he has two children, Owain and Alexander.
