From 1902 to 1906 he served as a United States consul in Martinique, in St. Michaels, from 1906 to 1908, in Melbourne, Australia, from 1908 to 1911, in Vladivostok, Siberia (now Russia) from 1911 to 1914, in Chefoo (now Yantai), China in 1916, in Lourenço Marques (now Maputo) in 1917, in Batavia in 1919, and in Birmingham, England from 1922 to 1927.
