He was raised in Ilwaco, Washington, where he graduated from Ilwaco High School. He served aboard the United States Ship Pomodon (Steamship-486), United States Ship Chivo (Steamship-341), and United States Ship Stickleback (Steamship-415). He was Commanding Officer of United States Ship Sterlet (Steamship-392), United States Ship Haddo (Social Security Number-604) and United States Ship Daniel Webster (SSBN-626), and the Squadron at Rota, Spain.
He retired from the Navy in 1983 and died in 1991 of lung cancer.
Membership
Williams graduated from the United States Naval Academy in 1946 as a member of the class of 1947.
