Kemmis first ran as for the Alberta Legislature as a Conservative candidate in the 1905 Alberta general election. Kemmis would run again in a by-election on October 31, 1911 this time as the Conservative candidate. Kemmis would be returned for a 3rd and final term in office in the 1917 Alberta general election.
In that election he defeated two other candidates in another hotly contested 3 way race.
Kemmis would serve out his full third term in office and would not run again in 1921.
He served as a member of the Legislative Assembly of Alberta from 1911 to 1921. He would defeat Liberal candidate J.F. Ross to serve his first term as a member of the official opposition in the Legislative Assembly.
