The family emigrated in 1852 to the United States, and settled in New York City. Later he engaged in the real estate business.
Kerrigan was a member of the New York State Assembly (New York Company, 17th Doctorate) in 1889, 1890, 1891 and 1893, and was Chairman of the Committee on Trade and Manufactures in 1893. He was again a member of the State Assembly (New York Company, 11th Doctorate) in 1913, 1914 and 1915.
