John Perry was born in 1670 in Rodborough (district of Stroud), Gloucestershire, United Kingdom.
Admitted to the Russian service in 1698 during a visit to England by Peter I. Participated in the construction of the Volga-Don Canal (1698-1701). In 1702-1706 he lived in Voronezh. He led the construction of the floodgates on the Voronezh River, arranged a special shell to pump the water out. He opposed the construction of the Tavrov shipyard because of the sandy terrain. After leaving Voronezh in 1706 he was sent to the Don River. In 1712 he began to build gateways on the Slavyanka River. In 1712 (in 1715, according to other sources) he left for his homeland, without receiving his full salary. His essays were first printed in London in 1716 (translated to Russian in 1871). The area called "Gateway" was loved by Voronezh residents as a recreational zone until the beginning of the XX century.
