Career
He was elected to the seat after incumbent Democratic Councilman Louis Johanson resigned after being sentenced to prison for his connection with the Abscam scandal. On January 20, 1987 he resigned his City Council seat to accept a position as acting secretary of a new state Department of Human Resources. He headed the Department of Public Welfare under Pennsylvania Governor Robert Casey.
He also served as Director of the Philadelphia Public Housing Authority (Public Housing Administration).
He currently heads The Consortium, an organization working with behavioral health issues.
