Educated at Shenandoah Valley Academy and University of Virginia. Began practice of law in Salt Lake City, 1878.
Marshall received an Bachelor of Laws from the University of Virginia in 1874. He was in private practice in Warrenton, Virginia from 1874 to 1878, and then in Salt Lake City, Utah until 1896. He was a Probate judge of Salt Lake County, Utah Territory from 1888 to 1889.
He was a Utah territorial representative from Salt Lake County in 1892.
On January 13, 1896, Marshall was nominated by President Grover Cleveland to a seat on the newly established United States District Court for the District of Utah created by 28 Statistics 107. He was confirmed by the United States Senate on February 4, 1896, and received his commission the same day.
Marshall served in that capacity until his resignation, on September 8, 1915. He returned to private practice in Salt Lake City, until he died there in 1941.
