He attended Emory and Henry College in Virginia and graduated seventeenth in a class of forty-three from the U.S. Military Academy in 1849. Breveted second lieutenant in the 4th Artillery for his participation in the Seminole War in 1849-1850, Moore served in Santa Fe, New Mexico, in 1852- 1853 and at Fort Union, Nebraska, in 1853-1854. In 1855, he took a leave of absence and resigned his U.S. Army commission in late 1855 to teach school in Tennessee.
In 1860, he taught at Shelby College in Kentucky. He moved to Galveston, Texas, before the beginning of the Civil War. When the war began, he joined the Confederate Army as colonel of the 2nd Texas Infantry.
He displayed gallantry at the battle of Shiloh, and on May 26, 1862, he was promoted to brigadier general. He also participated in the attack on Corinth, Mississippi. He was captured during the Vicksburg campaign and was exchanged shortly thereafter.
Later, he served under General Braxton Bragg at the battles of Missionary Ridge and Chattanooga in the fall of 1863. In December 1863, he was assigned to command the Eastern and Western Districts of the Department of the Gulf, with headquarters in Mobile. For unexplained reasons he resigned his commission in February 1864.
He returned to Galveston and took no further part in the war effort. After the war, he taught school at Mexia and Dallas, Texas, and wrote many articles about the war.
