Subeditor, Birmingham Daily Gazette, and for ten years assistant editor and leader-writer Editor Manchester Evening Chronicle, 1902-1900. Wrote I for Birmingham Daily Gazette the series of, articles Scenes in Slum-Land, which led to appointment of Sanitary Council and Housing i Committee, the erection of a Rowton House, and the general revision of municipal policy on that question.
Was the first to advocate and secure the adoption of an examination scheme i for entrance into journalistic profession.
