Lacey, John Fletcher was born on May 30, 1841 in New Martinsville, Virginia (now West Virginia). Son of John M. and Eleanor (Patten) Lacey.

Academic education Private to Lieutenant and assistant adjutant general United States.V., 1861-1865. Bvtd. major vols., March 26, 1865, “for faithful and meritorious services during campaign against Mobile”.

Admitted to bar, 1865, and since in practice at Oskaloosa, Iowa.
