BARNES, John Frederick Evelyn was born in 1851 in Innistioque, Company Kilkenny. Son of late Frederick Piers Barnes, Firgrove, Company Kilkenny, and Matilda, daughter of late Reverend George Armstrong, Listerlin, Company Kilkenny.

Studied at Trim College Dublin.
Member of Institution of Civil Engineers. 18S9. Practised as civil engineer in Ireland. Engineer and surveyor Duke of Abercorn’s estates for several years prior to 1879.
Went to Natal, 1880.
Practised as Governor surveyor until 1882, when he became borough engineer, Durban. Carried out waterworks and many municipal improvements. Entered Government Public Works Department, 1888.
On the establishment of Responsible Government in Natal, 1893, became chief engineer Public Works Department (roads, buildings, Governor railways, tele graphs, et cetera).
During the war assisted the military engineering and other departments in many directions (Companion of Saint Michael and Saint George). Commissioner for Natal at the Saint Louis Exposition of 1904. C. M.G., 1901; Chief Engineer, Public Works Department, Natal.
