Traveling in the Far East, then 4 years in S.A. and 4 years mainly in Europe. Was in Cuba, July 1898, and in the Philippines in early part of 1899, later visiting Samoa, the South Sea Islands, and Australia. Acted as United States vice-consul at Pretoria, South Africa, 1900 (1st year of Boer War).
Secretary legation and charge d’affaires, Peking, 1902-1906. Secretary embassy and charge d’affaires, City of Mexico, 1907-1908. Appointed Envoy Extraordinary anu Minister Plenipotentiary to Nicaragua, July 1, 1908, resigned November 26, 1908.
Special agent of Department of State to assist the American ambassador at Paris, November 27, 1914-August 1917. Special assistant in Department of State, July 1918-August 1919.
