Career

Practiced with Manitoba & Parsons, 1874-1879. Member Prichard, Smith & Dougherty, later Smith & Dougherty, 1884-1898, Dougherty, Olcott & Tenney, 1902-1908. Now practicing alone.

Has appeared before congressional committees in opposition to ship subsidy bills, also in various investigations.

Receiver Doctorate. Appleton & Company, publications, 1900. Prominent in campaigns for reform in New York municipal elections.

Commissioner water supply, gas, and electricity under Mayor Low. Member of New York City charter revision commissions, 1907, 08 and retained by city to revise charter (proposed in 1911).

Active in Democratic national and New York State campaigns.
