He attended the academy in Greensboro, Georgia, and graduated from the medical college at Augusta, Georgia, in 1845. Ralls was a Democrat, a prohibitionist, and a member of the Methodist Episcopal church. He married Agnes Mary Hamilton on August 1, 1847.
The couple had six children. Ralls trained in hospitals in Paris, France, in 1846-1847 before becoming county and city physician in Gadsden, Alabama. He had an active and successful practice.
A delegate to the Alabama secession convention, he also was elected to the Confederate Congress and served in 1862-1863. Ralls served in Congress as a Davis administration loyalist and was defeated for reelection in 1864. A committed Reconstructionist, Ralls was a member of the Indian Affairs, Medical Department, and Special Committees.
A man of talent, he retired to his medical practice and held no other office in the Confederacy. Ralls was a delegate to the state constitutional convention in 1875 and served in the Alabama legislature in 1878.
"Peculiar institution" of slavery was not only expedient but also ordained by God and upheld in Holy Scripture.
Stands for preserving slavery, states' rights, and political liberty for whites. Every individual state is sovereign, even to the point of secession.
