This updated work includes an extra 30 pages, containing an interview with the game's designer, Will Wright, and more historical information about the game. It takes readers through the intracacies of the urban planning simulator, teaching them about the problems and consequences that city planning entails.

"The Sim City Planning Commission Handbook" begins by describing the uses of the various icons and menus. Wilson also writes about the background inspiration for the game. From that point, he moves to a description of the urban planning model upon which the simulation is based. In the chapters that follow, the author discusses various theories of urban design and management addressed in Sim City and applies these discussions to the specific scenarios provided with the game. Also discussed are the nurturing aspects of developing a city including Gaia theory of global interconnectedness.
