As a youth, Ingram attended Jeffersonville High School and Culver Military Academy in Culver, Indiana, then was appointed to the United States Naval Academy in 1903, at the age of 17.

At Annapolis he was on the football, rowing, and track teams. Graduating in 1907, and winning the Medal of Honor on the Vera Cruz Expedition (Apr 14), Ingram was head football coach at Annapolis, 1915-17. During WWI he was flag lieutenant to Adm Hugh Rodman. Back at Annapolis in 1926-30 Ingram was director of athletics.
Ingram commanded the Atlantic Cruiser Division in 1941 and the next year became Commander of Allied Naval Forces in the South Atlantic. In Nov 1944 he succeeded Royal E. Ingersoll as C1NC, Atlantic Fleet—concerned primarily with supervising troop convoys and was promoted to full admiral at this time. He retired I Apr 1947 and died 10 Sep 1952.
