Jonathan Loring Austin was born on January 2, 1748 in Boston, Massachusetts, United States to Benjamin and Elizabeth (Waldo) Austin.
Austin graduated from the Latin School and Harvard College (1766).
After Jonathan Loring Austin graduated from Harvard, he moved to Portsmouth, New Hampshire and became a merchant there.
When the war started Austin became a Major in Langdon's Regiment, and later an aid to General John Sullivan. Austin was the secretary to the Massachusetts Board of War until October 1777, when he was sent to Paris by Massachusetts to announce to Benjamin Franklin and his associates the news of John Burgoyne's surrender at the Battle of Saratoga. Franklin soon afterwards sent him on a secret mission to England, where he met many members of the opposition and furnished them with much information concerning American affairs. The trip was full of incident. He carried dispatches to Congress from the United States Commissioners in Paris early in 1779.
The State of Massachusetts-Bay sent him abroad in January 1780 to raise a loan of £150, 000. He was captured by a Jersey privateer, was released through the exertion of his English friends, and pursued his mission with no other success than the purchase on credit of £3, 000 worth of military clothing in Holland.
Returning to Boston in the summer of 1781, he became his brother's partner and a merchant. Until the party division of 1793, when the "Honesti" were ostracized by Federalists and confined to the society of the few gentlefolk who became Republicans, Austin was a man of fashion. He was elected to the state Senate from Boston in 1801, to the House from Cambridge in 1803 and 1806; served as secretary of the commonwealth under Gov. Sullivan (1806-1808) and as treasurer under Gov. Gerry (1811-1812).

Austin married Hannah Ivers, the daughter of James and Hannah (Trecothick) Ivers on April 4, 1782 in Boston and had one son.
