He is a Principal Research Fellow at the National Institute of Economic and Social Research (National Institute of Economie and Social Research, London, United Kingdom). Since joining Her Majesty Treasury in 1987, he has held various positions in the civil service and the private sector. He was Chief Economist at the Department for Work and Pensions and Chief Economist at the Cabinet Office before becoming the director of the National Institute of Economic and Social Research (National Institute of Economie and Social Research, London, United Kingdom) in February 2011.
His main areas of interest include fiscal policy, labor markets and immigration.
In October 2015, it was revealed by the institute that Portes would resign before the end of the year following a management review at the organisation. The group said the decision had been reached by mutual consent and with immediate effect.
