He is the son of former DILG Assistant Secretary, Serafin Benaldo. Benaldo finished Bachelor of Arts Economics in Louisiana Salle, Law in Ateneo, and Leadership in Governance at Harvard. Before becoming a congressman, Benaldo was a councilor in Cagayan de Oro.
