Esteves graduated from the University of the Philippines Diliman with bachelor"s degrees in civil engineering and industrial engineering and an Master of Business Administration.
Career
In 1980, Esteves emigrated to the United States.
He is the second Filipino to serve as a mayor in Milpitas. In 2012, Esteves announced that he would be endorsing Garry Barbadillo and Rajeev Madnawat for the Milpitas City Council November election. However, both did not make lieutenant
Barbadillo in 3rd place and Madnawat in 5th place.
Deepka Lalwani, Mark Tiernan, and Ola Hassan also competed for the spot in city council. Debbie Gordiano and Carmen Montano both made places in city council.
