He was born in San Salvador, El Salvador in 1967, where he lived until he was eight.

He is a graduate of Bryant College with a Bachelor of Science, Brown University with a Masters in Teaching English, and the University of Rhode Island with a Doctor of Philosophy in English.
He is the author of the poetry collection, Toys Made of Rock (Bilingual Review Press, 2015), and the Company-Editor of the major work, Latino Boom: An Anthology of United States. Latino Literature. He and his family then moved to New London, Connecticut. As of December 2011 he is a professor of English at the United States Coast Guard Academy, in New London.
He has appeared as a guest poet on Univision and American Latino television He also appeared in Hispanic Outlook in Higher Education and on National Public Radio (National Public Radio).
He founded LatinoStories.com. He is the recipient the following awards:
