Attorney general of Bahia, 1877. Alternate professor in the Faculty of Law of Recife, 1880. Entered political life in 1889.
Deputy from Bahia to the National Constituent Assembly, 1890.
Later appointed director of the Faculty of Law of Recife. Exiled by Marshal Floriano Peixoto to Cucui, 1892.
Actively supported the Naval Revolt of 1893. Fled to Montevideo following the collapse of the revolution.
Minister of State of Justice and of the Interior, 1902-1906.
Minister of State of Transportation and Public Works, 1910-1912. President of the State of Bahia, 1912-1916, 1920-1924. At one time member and later president of the Municipal Council of Rio de Janeiro.
At various times deputy from Bahia to the National Chamber.
In 1933 elected deputy from Bahia to the Constituent Assembly of Rio de Janeiro.
Married Amelia de Freitas Seabra. Children: Amelia, José Carlos, and iL Arthur.
