Ruiz Massieu, José Francisco was born on July 22, 1946 in Acapulco, Guerrero, Mexico. Son of Armando Ruiz Quintanilla, surgeon, and María de Refugo Massieu Helgueria, author and editor, and daughter of Wilfrido Massieu, director general of National Polytechnic School, 1940-1942. Nephew of Guillermo Massieu, subsecretary of education, 1978-1982.
