In his 1958 to 1959 term, Bianco was elected, by his fellow city council members, to the Mayoralty which was set up under Massachusetts, Plan Doctorate. A Plan Doctorate Mayor is a weak or ceremonial Mayor. In his 1970–1977 term, Bianco was elected by the city"s to the Mayoralty which had recently been set up under the Massachusetts Plan A of government. A Plan A Mayor is a strong executive Mayor.
