At an early age in his career became interested in social and humanitarian subjects. Has made a special study of criminal law and prison questions, school imnishments, vaccination, vivisection, the cruelties of the seal fishery, the protec- 418 tion of rare wild birds, and kindred subjects. Took a prominent part in the movements which led to the rejection of the Flogging Bill in 1900.
The withdrawal of the Youthful Offenders (Whipxung) Bill in the same year, the more recent abolition of birching in the Royal Navy, and the establishment of the Court of Criminal Appeal.
