Joseph Cyril was born on March 22, 1932, at New Tafo in Akim Abuakwa, in the Eastern Region.

He was educated at Achimota School from 1939 to 1942, when he got his Cambridge School Leaving Certificate. He then worked as a laboratory technician and joined the United Africa Company as a trainee manager from 1943 to 1945. Finally, in 1946, deciding that he wanted to become a dentist, he went to the Sutherland Dental School, University of Durham, to train as a dentist, graduating in 1952.
Returning home he enlisted in the Ghana army as a commissioned dentist and was placed in charge of the Dental Centre, Kumasi. Later he was transferred to Accra where he became commanding officer of the military hospital. Immediately before the coup he was Assistant Deputy Director (Dental) in the Ministry of Defence.
