Hemmer attended St. Vincent Catholic Grade School where he was proud to be an altar boy and then he studied at Oshkosh High School.
In 1961, he received a Bachelor of Science from the University of Wisconsin - Oshkosh. In 1962, he also received a Master of Arts from Bradley University and a Ph.D. from the University of Wisconsin - Madison in 1969.
Dr. Hemmer devoted his professional life to education. He served as Director of Debate at Marquette University and as an Instructor of Speech at the University of Wisconsin-Parkside, and for the past 41 years as a Professor of Communication at Carroll College, where he served as Chairperson of the Department of Communication, as President of the Faculty, and where he held the Cordelia Pierce Endowed Chair in Communication.

1986Hemmer's area of expertise was communication law and the first amendment. Some of the most interesting subjects center around the general question of first-amendment rights versus responsibilities, as well as the specific topics of hate speech, tenure and academic freedom, Native American logos/nicknames, and regulation of advertising.

Hemmer was a member of the Speech Communication Association and the Central States Communication Association. He also served as President of the Wisconsin Communication Association.
Joe spent his recreational time fishing his "blue gill hot spot" on Lake Denoon, golfing Waukesha county courses, biking the state trails, and watching sports teams at all levels, but especially the North Prairie Dawgs.
Hemmer married Joy Ellen Konrad on December 16, 1967. They had two children, Joseph III and Andrew.
