He took an active part in toppling the Keita regime and became a member of the Military Committee of National Liberation (CMLN) from the very beginning. Appointed Mayor of Kati in November 1969, he entered the government as Minister of Justice in September 1970. Kati is a small town eight miles to the north-west of Bamako, where a very important military camp is situated.
Lieutenant Marat went to France in October 1971, where he signed a Franco-Malian convention on judicial aid and co-operation. Following this convention France is to supply three magistrates to Mali, make available a certain number of scholarships to be awarded to Malian law students, and help the Bamako government to equip its courts of justice.
An independent-minded, influential officer, thought to be sympathetic to the French presence in Mali, he enjoys the full confidence of Colonel Traore, Mali’s Head of State. Both Lieutenant Marat and Colonel Traore were fellow instructors at the Kati Inter-Service Military School at the the military coup d’etat in Novemoer 1968.
