Studied at private schools. At age of 16 entered the office of the Town Clerk of Lincoln, subsequently Deputy Town Clerk of Salford.
Chiefly instrumental in securing location at Cardiff of University College of South Wales and Monmouthshire in 1882, and Registry Offices of University of Wales in 1902. The National Museum of Wales in 1905. By his efforts Cardiff was made a County Borough in 1888.
Obtained Grant of Quarter Sessions for the Borough, 1890, and was elected first Clerk of the Peace. Through his efforts Cardiff was granted a Royal Charter conferring upon the Chief Magistrate the title of Lord Mayor, and raising the town to the rank of a city, 1905. Solicitor; Town Clerk since 1879; Clerk of the Peace; Clerk to the Urban and Port Sanitary Authorities, and to the Asylum Visiting Committee of the City of Cardiff; a Vice president of the Glamorganshire Infirmary at Cardiff.
