Joined the Office of Strategic Services as a materials and supply officer in April 1943. When the Office of the Deputy Director of Psychological Warfare Operations (ODD-PWO) was set up in June 1943, the lack of a clear command structure irked Scribner who later became the Special Assistant to the Deputy Director of PWO. Following a cascade of change of commands in September 1943, Scribner took on the duties of the Acting Deputy Director of PWO. Eventually, Scribner became the Deputy Director of Strategic Services Operations (SSO) on November 13, 1943 after ODD-PWO was reorganized as the Office of the Deputy Director of Strategic Services Operations (ODD-SSO). However, a world tour of OSS installations from March to June 1944 had left Scribner disillusioned and he promptly left the OSS in July 1944. Past trustee of Saint John's College.
