Since 1883; moved to Norfolk, Virginia, 1891. Acquired large lumber holdings in South Carolina., 1900, later became owner large land areas on James River, Virginia Chairman Improvement Board, Norfolk City, 1905-1910. Delegate Democratic National Convention, 1908.

Member Virginia House of Delegates, 1910-1912. Democratic candidate for Congress, 1912. Member Virginia Senate, 1919.

Member 67th to 70th Congresses (1921-1929), 2d Virginia District. Candidate at primary election for government, 1933.
