Willard Moody began practicing law in Virginia in 1952 and began his legislative career in 1956 when he was elected to the Virginia House of Delegates. He continued to serve Portsmouth in the House until 1968, when he was elected to the Virginia Senate, where he served until retiring from public office in 1984.
