Mr. Mei was born in Nanchang, Kiangsi, China in 1905.

He graduated from Tsing Hua College in Peking, China in 1924.
Mr. Mei also attended Stanford University and University of Chicago. Then he obtained Bachelor of Arts (1926) and Juris Doctor (1928) from the above-mentioned Universities respectively.
Ju-Ao Mei visited Europe in 1929. He taught Economics at Ta-Tung University (Summer Session, 1929) and Law at Shansi University in 1929-1930.
Ju-Ao Mei was a professor of Political Science at Nankai University in 1930-1931, professor of Anglo-American Law and Legal Philosophy at the National Wuhan University in 1931-1938. He joined government service as Counsellor of the Ministry of Interior in 1933 and was a member of the Legislative Yuan since 1985.
Mr. Mei was also an author of "Modern Jurisprudence", "Outlines of Legal Philosophy," etc.
