He was educated in Christiansted public schools and at the Inter American University in Puerto Rico.
After serving in the United States Army, he taught primary school and held several positions in management of local businesses. Between 1972 and 1974 he served as insular senator, elected by the Independent Citizens Movement. He was that party’s successful candidate for lieutenant governor, and in 1978 he was elected governor.
