Teichman received her education at the University of Toronto, graduating from it with a bachelor's degree in 1969. She then also received a master's degree and a doctorate from it in 1971 and 1978, respectively.
Teichman started her career as a research associate in educational administration at Ontario Institute for Studies in Education in 1971. In 1976, she became a teaching assistant in political science at York University, and two years later, went to Trent University, where she had held the position of lecturer in comparative development studies and political studies till 1979.
Teichman became an instructor in politics at Ryerson Polytechnical Institute (now Ryerson University) in 1979 but worked there only till 1980, when she became an assistant professor at the University of Waterloo. She was then appointed as an associate professor in 1987, but she left the university the same year to start her long relationships with the University of Toronto. She first started as an assistant professor, then as an associate professor and since 1997, Teichman holds the position of the professor of political science there.
In 1997, Teichman also worked as a professor of political science at the University of Toronto at Scarborough campus.
Judith Teichman is best known as the author of books and articles on politics and policy-making in Latin America, with a focus on Mexico, Argentina, and Chile. Her work on policy has dealt with economic and social policy, and with issues of poverty and distribution. She has also carried out research on the role of the World Bank and the International Monetary Fund in market reform and social policy in Latin America. Her most recent work, involving Latin American (Chile and Mexico) and Asian (South Korea and Indonesia) comparisons, is on the politics of inclusive development.
During her career, Teichman has also published over 40 articles on the politics of development. Her work has appeared in scholarly journals such as International Political Science Review, World Development, Global Governance, Comparative Politics, Latin American Politics and Society, Third World Quarterly, Studies in Comparative International Development and Mexican Studies and in edited volumes.

2012Teichman is a member of the Canadian Association for Latin American and Caribbean Studies, Canadian Association for Studies in International Development and Latin American Studies Association. She is also a fellow of the Royal Society of Canada.
