On joining the administrative service he was appointed an attache in 1956 in the office of the President of the Assembly of the French Union. From 1958 to 1960 he was chairman of the commission of African countries associated with the European Economic Community. At independence he was appointed adviser in 1960 to the Minister of National Economy.
From 1962 to 1964 he was Secretary-General of OCAM, the organisation grouping French-speaking African territories, and then from 1964 to 1965 Director-General at Madagascar's Ministry of Foreign Affairs. In 1965 he was appointed Ambassador to Britain with accreditation also to Italy, Greece and Israel. On his return to Tananarive in 1967 he was State Secretary at the Foreign Ministry until he was posted to Washington as Ambassador to the USA in 1970, a post he held until 1972.
