Has built and rebuilt more than 3,000 miles of railway.

Willoughby, Julius Edgar was born on October 12, 1871 in Arkadelphia, Alabama, United States. Son of John P. and Mary Jane (Cosby) Willoughby.

Education

Bachelor of Civil Engineering, 1892, and Continuing education, University of Alabama.

Career

Began with L.&N. R.R., 1892, assistant chief engineer construction, 1900, engineer of construction and chief engineer of certain L.&N. subsidiary lines, 1901-1911. Chief engineer Caribbean Construction Company and of National Railway of Hayti, 1912. With Atlantic Coast Line since 1913, assistant chief engineer until 1916, chief engineer, 1916-1942, consulting engineer since 1942.

Also chief engineer Tampa Southern R R. Company, Fort Myers Southern Railroad Company, Charleston & Western Carolina railway Company to 1942.
