In 1904, Junzo Kozaka graduated from Tokyo Higher Commercial School.
After graduation in 1904, Junzo Kozaka joined the Bank of Japan and in between was associated with several other business concerns. In 1918, he decided to entered politics and since then has been elected to Diet six times. In 1929, Junzo Kozaka became Parliamentary Vice-Minister of Ministry of Foreign Affairs and also member of the House of Peers. Later, leaving politics became President of Nagano Chamber of Commerce and Industry, President of Shinano Mainichi newspaper and director of several other leading companies.
Since the end of World War II he has been President of Nippon Hassoden Co. (Electric Sources Development Company) and Shinetsu Chemical Co.
