He was also the mayor of Tallinn, the capital of Estonia, from 2005 to 2007. As a Mayor of Tallinn he initiated the European Green Capital programme. In 2013 he proposed to increase the minimum tax from 2000 to 2250 krooni, a process which was 5 years in the making.
In 2014 he said that Brussels should be more concerned about African future.
In 2015 parliamentary election, Seeder was re-chosen to the parliament with 7,932 individual votes. In March he was elected as the Second Deputy Speaker of the parliament.
