A native of North Carolina, Worley attended Northwestern High School in Rock Hill, South Carolina, where he was teammates with Cordarrelle Patterson.

Worley played college football for the Tennessee Volunteers. As a sophomore, Worley led Northwestern to state championship game against town-rival South Pointe High. Regarded as a three-star recruit by Rivals.com, Worley was listed as the Number.
24 pro-style quarterback in his class.
Worley played backup to Tyler Bray most of his first two seasons (2011–2012) at Tennessee and only started nine times before 2013. In 2013 he was named the starter after training camp.
He was benched after Tennessee"s loss to Oregon for Nate Peterman. Peterman started the next game against the Florida Gators, but played poorly in the first half.
Worley was put into the game in the second half and would continue to start in all other games until he was injured against Alabama.
He had season ending thumb surgery. In 2014, Worley was named the starting QB for the Tennessee Vols for his Senior season. He started in seven games beginning with Utah State and ending when he was injured against Ole Mississippi
As a result he had season-ending shoulder surgery.
His season totals were 1579 passing yards, 12 TDs, 8 INTs, 62.3% completion percentage, and was notably sacked 29 times. On November 24, 2015, Worley was signed as an undrafted free agent to the Bears" practice squad.
He was selected as the national high school Gatorade Player of the Year in 2010. During the 2013 season he was able to find some success but his personal achievements did not lead to overall team success. His most notable performances in 2013 were against Georgia, where Tennessee almost upset Georgia in an overtime game, and against South Carolina where he led Tennessee to its first win over a ranked team in several years with a game changing pass to Marquez North which set up a field goal to win the game.
