Studied at Melbourne Grammar School and privately. A Solicitor of Supreme Court of Queensland. Received commission as Lieutenant, and afterwards as Captain, in old volunteer force, Queensland, 1879.
Appointed Captain in Militia (Artillery), 1885. Now Brigadier in command of Queensland Field Force (Commonwealth Military Forces). Elected member for district of Carnarvon in Queensland Parliament, 715 1883.
Five times re-elected for same constituency, which lie represented for 21 years. Minister for Lands in Nelson ministry and Byrnes ministry. Home Secretary in Dickson ministry.
Home Secretary and afterwards Minister for Lands in Philp ministry. Formerly member district of Carnarvon in Queensland Parliament. Was a member of Federal Council of Australasia until its abolition on the establishment of the Commonwealth.
Was member of late Defence Committee for Queensland. Member for Brisbane in Commonwealth Parliament, 1906. Minister without portfolio, Deakin Ministry, and as such represented Australia at Imperial Conference on Naval and Military defence of Empire, 1909.
Holds medal of Royal Humane Society, having received the Society’s award on two occasions for saving life. Volunteer Officers' Decoration; Aide-de-camp to . Governor - General of Australia; e. son of late John Greenlaw Foxton, Honourable East India Company’s Service (naval).
