Background
Jutsussi Hayashi was born in 1768. Eighth head of the Hayashi family of Confucians. He was a son of Lord Matsudaira of Iwamura in Mino Province (Gifu Prefecture). Adopted into the Hayashi family and became Daigaku-no-kami.

While young, he cultivated the friendship of Issai Sato and studied under Taishitsu Shibui and Heishu Hosoi.
Head of the Shogunate college, succeeding Kimpo Hayashi, seventh head of the Hayashi family. He promoted learning in that post and restored the reputation of his adoptive family. Shogun Ienari Tokugawa made much of him and used his advice constantly. He compiled many chronicles including Tokugawa-jikki, a history of the Tokugawa Shogunate.
