Mr. Ly was educated both at home and abroad, having been a Shu Yuan, a student at the New Youth School, Kwengool and the Liang-Kwang Academy for the preparation abroad. He was the recipient of a partial Ching-hua vangtung Provincial scholarship; attended the College work and graduated with the degree of B. C. S. of New York. He attended Columbia University, University of Pensylvania and Massachusetts Agricultural University.
After finishing his education Mr. Ly was sent to Research Fellow at the Library of Congress, Dupont National Bank, Washington, D. C. From manager of the Industrial and Commercial Bank, 1922 he acted as chief of division on commerce and industry of the Guangdong Provincial Economic Research Bureau.
Mr Ly was also acting manager of the Chinese Merchants Bank, Ltd., Guangzhou in 1922-1923.
Mr. Ly was author of the following books: Dr. Sun Yat-sen and China; The Question of the Hour; An Economic Interpretation of the Increase of Bandits in China. He also from time to time contributed to various short articles to newspapers under pen names. He served as director of the Y. M. C. A. in Hongkong in 1921-1922 and was a life member of the Scienfee Society (China). He was also appointed a member of the Guangzhou Municipality in 1921.
