Shanmugam entered Parliament in 1988 while continuing his legal practice. He represented Sembawang constituencies before later representing Nee Soon GRC, and served as vice-chairman of Sembawang Town Council from 1991. As Minister for Law, he oversaw reforms involving dispute resolution, criminal and family justice, online falsehoods, harassment, and stalking. As Minister for Home Affairs, he worked on counter-terrorism, racial and religious extremism, foreign interference, and the wider security responsibilities of the Home Team.
In May 2025 he became Coordinating Minister for National Security, overseeing strategic coordination across government on internal and external security matters.
