Huang K'al-wen graduated from the Peking Telegraph College.
Mr. Hu was a manager of telegraphs administration for many years in different provinces. He served as an industrial Taotai of Fengtian Province in 1907. From 1910 to 1911 Hu K'ai-wen held the position of a managing director of the Tsao Ching Railway, when he became Taotai of Han Huang Teh Circuit of Hubei Province and concurrently acted as Superintendent of Customs at Hankou. At the same time he was director of Commercial and Military Affairs of Hubei and director-general of the Tung Cheng Railway. Mr. Hu held these posts until 1918.
