Kagenori Ueno was born on January 8, 1845 in Japan.
After serving various other posts went to Europe bemmushi (commissioner-envoy) and Minister Plenipotentiary. In 1875 Kagenori Ueno was involved in negotiations with the Ottoman Ambassador to London about the possibility of establishing diplomatic relations between the Turkish and the Japanese governments. Kagenori Ueno became member of Genroin (Senate) (1885) and was elevated to Senior Grade of Fourth Court Rank. Shortly before his death was elevated to Junior Grade of Third Court Rank as an act of grace from the throne (1888).
