As governor of the Shogwnate, he was responsible for the excavation of a canal which drew water from the Watarase River to rice fields in Kasagakeno in Nitta District, Shimotsuke Province (Tochigi Prefecture). Although the engineering work resulted in the development of 5,700 acres of new paddies, it also caused a water famine in the Yamada District on the Watarase River. Peasants of the Yamada District appealed to the Shogunate, which punished Kageyoshi with exile on Hachijo Island, where he committed hara-kiri.
